Merge two edges, replacing both with a new one.

For ST_NewEdgeHeal

Parameters

topo	the topology to operate on
e1	identifier of first edge
e2	identifier of second edge

Returns

the id of the new edge or -1 on error (liblwgeom error handler will be invoked with error message)
